ECG Not For Sale – Energy Ministry To PUWU

The Ministry of Energy and Green Transition has addressed issues raised by the Public Utilities Workers’ Union (PUWU) regarding the appointment of a Transaction Advisor for Private Sector Participation (PSP) in the Electricity Company of Ghana (ECG).

In a statement, the Ministry explained that Cabinet, led by President John Dramani Mahama, approved the PSP initiative for ECG in April 2025. This approval forms part of a wider reform strategy aimed at improving revenue collection and billing efficiency, enhancing customer service, and reducing technical and commercial losses within the company.

Although ECG has recorded notable performance gains since January 2025, the Ministry acknowledged that serious operational and financial challenges remain. If left unresolved, these issues could undermine ECG’s financial viability and threaten the stability of Ghana’s power sector.

The Ministry emphasized that the Government of Ghana has no intention of selling ECG. It clarified that the approved PSP model is not a divestment but rather a strategy to leverage private sector expertise through various concession arrangements to strengthen specific aspects of ECG’s operations.

It further assured stakeholders of its commitment to continued engagement with PUWU to resolve concerns through open and constructive dialogue, urging calm as discussions proceed in good faith. The Ministry also clarified that appointing a transaction advisor is strictly a technical process required to design the PSP framework and does not signal an outright sale of the company.

The government reaffirmed its resolve to safeguard workers’ interests, reinforce ECG’s capacity, and ensure a dependable, efficient, and sustainable power supply for all Ghanaians.
